It was confirmed in May, 27th, 2004 by the decision #246-17/XXIV of region council session. Bend from five stripes: Or, Sable, Argent, Sable, Or. First Azure; 19 ten-rays stars Or (6:4:4:2:2:1). Second Argent; two sabers Or edges down in saltire, accompanied in chief by three trees Vert, above it locomotive Sable.
Image of a steam locomotive (a similar monument is located in the region center) and bend (sable stripes represent the railroad tracks, or means wheat fields along them) underlines the important role of railway. Trees are a symbol of life and prosperity of the region. Cossack saber means past of region. 19 stars represent the 19 councils (one city and 18 villages). Image on site V.Napytkin.
