It was confirmed in October, 7th, 2004 by the decision of region council session. The rectangular panel with sides ratio 2:3 consists of three vertical strips - blue, wavy white and purple, in the ratio 2:1:2. On the blue field (from a staff) is yellow one-dome temple of times of the Kyiv Rus', in height 1/2 width of a panel; distance from the flag upper edge to emblem equals to 1/5 width of a panel.
