It was confirmed in April, 5th, 2013 by the decision of region council session. Rectangular panel with sides ratio 2:3 consists of two horizontal stripes - blue and white (3:1). On the upper strip is Virgin in red coat with white bordure, around head is yellow nimbus, in hands she holds white cover Argent, on which are three yellow crosses; below it are two crossed white cossack sabres in scabbards, decorated by yellow.
