It was confirmed in February, 25th, 1998 by the decision #25/18 of city council session. Rectangular panel with sides ratio 2:3 is divided on two equal horizontal stripes - red and green, between them is black triangular with base on the staff and top on intersection of horizontal lines at 1/5 of the flag.
The red colour means force, power and advantage; green colour means hope, pleasure, abundance; black means a prudence. The author is S.M.Miroshnychenko. Image on site V.Napytkin.
