It was confirmed in April, 4th, 2003 by the decision of region council session. Azure with base gules separated by three wavy barrulets - argent and azure. In the shield is mythical bird Phoenix or, in the base is pyramid or, which is connected with disc gules. Leaves and ears trimmed left and right by four blue ribbons with the motto - "Spirituality", "Revival", "Peace", "Labour". At the bottom is a symbolic orbits of the atom - a symbol of wealth of region.
Two fesses symbolize the two main rivers of the region - Mala Vys' and Velyka Vys'. Phoenix is the symbol of hope and rebirth after the ordeal, courage, inclusiveness. The pyramid symbolizes land - because cube of it was taken near the Onykievo village and deposited in the Chamber of Weights and Measures in Paris.
