The flag
It was confirmed in July, 29th, 1998 by the decision of oblast' council session.
Rectangular panel with sides ratio as 2:3 is divided vertically on two equal parts; on raspberry staff field is yellow steppe (scythian) eagle with head turned to the right, free edge is yellow.
The authors are V.E.Kryvenko, K.V.Shlahovyi, V.Sibirtsev.
