It was confirmed in March, 29th, 2004 by the decision #122-14/XXIV of region council session. Per pale in chief and per fess. First Azure; eagle Argent with two crossed arrows in the legs. Second Vert; jumping deer Argent. Third Gules; two sheaf of wheat entwined by blue-red-green ribbon, over them broken as redoubt barrulet Or. The shield is crowned by masoned crown Argent with three prongs and surrounded by a floral wreath.
Eagle and deer are the main figures of historical stamps of Oril's'ka and Protovchans'ka squadron prints, which areas composed of a large part of the modern region. Redoubt symbolize Ukrainian fortified line, which took place on the territory of region 30-60s of the XVIII century. Sheaves of wheat symbolize the agriculture. Azure symbolizes water of Orel' river and channel "Dnieper-Donbas", as well as mineral water "Tsarychans'ka", vert meansforests, meadows and protected forest area on the mountain Kalytva, gules mean struggle for freedom.
