It is mentioned in chronicles of 988. It got its name from the name the founder - prince Volodymyr Sviatoslavovych. The town was the center of Volynsky principality and since 1199 it was the center of Galyts'ko-Volyns'ke principality. From documents of 1324 we know about Volodymyr's seal with a picture of a rider - St.Yuri piercing a dragon with a spear. The Magdeburg Right was given in the XIV century. In 1840 it was worked out a new project of the emblem of the town: in chief of per fess shield there is a picture of the emblem of the province town Novohrad-Volyns'kyi. In the lower part a rider piercing a dragon with a spear. It was not confirmed.
